There are plenty of free websites out there (see below for examples). However, some websites are freemium, meaning they offer only so much services for non-subscribing users. Be aware of these websites - bitly is freemium. If you don't create a lot of content all the time, then the free services are sufficient. If you use them regularly or need more than what the free services are, then subscribe for a few months.
If you use a Google Forms survey, Google provides a shortened link in their distribution options.
